Problem with payment method

hi people, i've got this weird problem. I can normally make any transaction say visa, mastercard, and paypal. I select the PayPal payment method, then click continue and this redirects me to the paypal(sandbox) login site. If I complete the payment with paypal everything goes fine. The problem is...

Well, I got it working, but i'm not really sure what changed. I first tried a clean download and build from the site using the existing database I'm working with - same issue - OK, so its something in the database.I then made a new clean database and re-configured my shipping, tax, and payment...
