Tax and Shipping configuration Beta 3.0

How can I get the tax to calculate just a flat rate tax for now. I plan on using the tax addin later on. However, I want to just get the store up and running for now. I select the regional and enter a tax amount. But on the cart page, no tax is added on. Also, how do I get the shipping config. to use...

Tax/Shipping Configuration

I have done the patch for tax configuration. However, I still cannot get my cart page to figure any taxes. I am trying to just use a flat rate for starters and later maybe the dashcommerce tax module. Also, how can I set up to use UPS as my shipping and get it to work. Using 3.0 Beta
