Language based on browser language and not site settings

I have a customer requirement: The site [dashCommerce] shall support English, Russian, and Azerbaijan. The language shall be based on the browser language (i.e. az-Latn-AZ, en-US…) and the user shall have the ability to manually override the default language (i.e. click on the Azerbaijan flag icon)....
